Elliot Chodoff and Yisrael Ne'eman founded Hamartzim Educational Services in 1989, providing seminar, lecture and guiding services throughout Israel. Both have many years of experience teaching and analyzing the Mideast "situation" and presenting it in a comprehensible fashion to the novice and veteran alike.

Elliot P. Chodoff

Elliot Chodoff is a political and military analyst specializing in the Middle East conflict and the global war on terrorists.

He has presented and published papers on the subjects of Deterrence and US Military Manpower Policy, Cultural Relativism and Nuclear Deterrence Policy in the Middle East, Israel's Changing Defense Posture Following the 1982 Invasion of Lebanon, and Terrorists’ Use of Modern Information Technology.  His paper on Combat Motivation and Effectiveness in Infantry Units has been on the recommended reading list at the US Army War College.  His articles have appeared in the Washington Times, National Post of Canada, In the National Interest, and Front Page Magazine, and numerous web journals.  Elliot is the founding and senior editor of MidEast: On Target, an e-journal and newsletter.

Elliot is a major in the IDF reserves and is a graduate of the Home Front Command Senior Commanders Course.  He presently serves as the Deputy Chief of Staff for Population for the Northern Region of Israel in Home Front Command.  In that capacity, he served on active duty in the North for five weeks during the Lebanon War of 2006.  He also served in Gush Katif during the Gaza Disengagement in the summer of 2005 and in 2004 he was a member of the rescue team in the aftermath of the bombing of the Taba Hilton.    In addition, he is an expert in infantry weapons and tactics, and teaches courses in field craft and small unit tactics to infantry and paratroop officers.  He was selected for the IDF Home Front Command Outstanding Officer Award in 2006.

Elliot is a graduate of the Ramaz School in New York.  He received a BA with honors in Sociology as well as a BS in Biological Sciences from SUNY at Stony Brook and an MA in Sociology from The University of Chicago.  He is currently writing a PhD dissertation in International Relations at the University of Haifa on deterrence strategy in regional conflicts and of terrorist organizations. Elliot is a teaching fellow at the University of Haifa.  He was a visiting scholar at the University of Memphis for the spring semesters 2007 and 2008, and will be returning there in spring semester, 2009.

While in Chicago, Elliot was Director of the Speakers Bureau for the Consulate General of Israel to the Midwest, and was a featured lecturer. An educator for over 25 years, Elliot has lectured to a wide range of audiences and programs in Israel and abroad.  He teaches and lectures on the topics of the Middle East Conflict; Terrorism and Responses; Military Thought and Strategy; The Military Aspects of International Conflict; Arab-Israeli Relations; the Sociology of Modern Israel and the History of Zionism.

Elliot and his wife Beth moved to Israel in 1983 and are founding members of Eshchar, a community village in the Galilee, where they reside with their four children. A licensed tour guide, he also leads educational tours throughout Israel.

Yisrael Ne'eman

Yisrael Ne'eman is an historian. He received a BA in History from Rutgers University and an MA in Modern Jewish History at the University of Haifa. His areas of specialization include the Middle East Conflict, the Holocaust, Diaspora Jewish History, Arab and Jewish nationalism, and Zionist Ideologies.

He has been a lecturer at the University of Haifa since 1991, he is a licensed tour guide, and has taught in and led educational programs throughout Israel.

Yisrael moved to Israel in 1977 and served in the IDF as a combat medic from 1978 to 1980. As a reservist he saw extensive duty in Lebanon in the 1980's where he was the senior NCO of a battalion aid/evacuation station.

Yisrael, his wife Susan and their four children are residents of Eshchar Community Village in the Galilee. Yisrael served as chairman of the Local Council there for a period of five years.
